A Targeted Call for Impact-Driven Investment
The newly announced SECO Call for Proposals marks a decisive step in aligning international capital with Ukraine’s most urgent reconstruction needs. Far from being a generic funding mechanism, this initiative is carefully designed to ensure full strategic coherence between the priorities of the Government of Ukraine and the Government of Switzerland—transforming public support into a catalyst for sustainable, long-term recovery.
At its core, the call rewards projects that demonstrate a clear, measurable contribution to Ukraine’s reconstruction and economic resilience, reinforcing the principle that recovery must be both strategic and results-oriented.
Strategic Alignment as a Selection Criterion
Projects submitted under the SECO framework will be assessed against rigorous alignment benchmarks, including:
- Consistency with the Strategic Investment Council of Ukraine and integration into the national and local Single Project Pipeline, ensuring institutional legitimacy and execution readiness.
- Compatibility with Ukraine’s Government Action Programme, with a strong focus on economic growth, business development, recovery, and reconstruction.
- Coherence with Switzerland’s Country Programme Ukraine 2025–2028, guaranteeing that Swiss financial engagement remains strategically focused and policy-consistent.
This multilayered alignment reduces fragmentation, enhances governance, and increases investor confidence—three critical factors in post-war reconstruction environments.
Prioritising Regions That Need It Most
A defining feature of this call is its geographic focus on Ukraine’s priority regions, including:
Kharkivska, Zaporizka, Khersonska, Mykolaivska, Chernihivska, Sumska, and Dnipropetrovska Oblasts.
These regions have suffered disproportionate damage from the war and remain underserved by traditional investment flows. By explicitly prioritising them, SECO is shifting the reconstruction narrative from low-risk concentration to high-need impact.
De-Risking as a Tool for Strategic Investment
What truly distinguishes this initiative is the Swiss Government’s willingness to deliberately assume part of the risk—a move that fundamentally alters the investment equation.
By entering regions currently perceived as unattractive for conventional private equity, Switzerland is not only financing projects but building bridges for international cooperation. This de-risking approach enables infrastructure development precisely where it is most urgently needed, while opening the door for responsible private-sector participation.
For Swiss companies, this represents a unique dual opportunity: to engage in high-impact, purpose-driven projects while contributing to stability, recovery, and long-term economic resilience in Ukraine.
From Capital to Commitment
The SECO Call for Proposals sends a clear message: reconstruction is not only about rebuilding assets, but about rebuilding trust, systems, and economic viability. By aligning public risk-sharing with strategic priorities, Switzerland is setting a benchmark for how international partners can turn investment into lasting impact—where it matters most.
